The White House said that US support for Ukraine's war effort "will not waver" even if Republicans, who have raised concerns about the level of spending, win the midterm elections.

"We are confident that the support of the United States will be steadfast and unwavering," Foreign Minister Karine Jean-Pierre told reporters.

"We already have 50,000 of their combat units. The rest have not yet taken part in the battle," Putin said during a visit to the Tver region, outside Moscow.

He also said that a total of 80,000 newly mobilized Russians are "in the zone of special military operations" - the term Russia uses for its war in Ukraine, while the rest of the armed soldiers are in training camps in Russia.

On November 4, Putin said a total of 318,000 had been drafted and 49,000 were in the combat zone.

"Such measures, which are necessary for our country at war, are carried out in accordance with current laws and will help meet the urgent needs of our defense sector," he wrote on the Telegram messaging app.

The companies include aircraft engine maker Motor Sich, energy companies Ukrnafta and Ukrtatnafta, car maker AvtoKrAZ and transformer maker Zaporizhtransformator.

Watch: Russia Shows Off Air Defense System Against Ukraine

The British Ministry of Defense said Russia was unlikely to gain air superiority over Ukraine in the coming months.

Monday's assessment follows a statement last week in which the commander-in-chief of the armed forces of Ukraine, Valeriy Zaluzhnyi, said that Russia had lost more than twice as many aircraft in Ukraine as in the nine-year Soviet-Afghan war - 278 in Ukraine compared to 119 in Afghanistan.

While the British ministry said it could not independently verify the figures, it said Russia's continued lack of air superiority was likely exacerbated by poor training and the loss of experienced crews.

It also said that Russia faces a greater risk of conducting close air support in the densely covered air defense zone.

Netherlands To Transfer Anti Aircraft Missiles To Ukraine

When it comes to helping Ukraine continue to prevent Russia from gaining air superiority in its skies - a miraculous feat so far in a conflict now in its third week - it's all about the embattled nation' to give a few dozen decades old MiGs -29 footholds. It turned out to be an unfortunate mess. What Ukraine really needs more than anything else are ground-based air defense systems — surface-to-air missiles, or SAMs — especially the kind with medium or higher altitude engagement capabilities that are already optimized for high mobility. And not just any compliant SAM systems, but Soviet-era systems that the Ukrainian military is fully trained to use in combat and field support.

While providing additional fighters for Ukraine's air arm, which remains under intense pressure from the Russian war machine, is one potential aspect of bolstering its air defenses, it is far from the most important or convenient. Fighters are the least of the Russian military's air concerns at the moment. The presence of medium to higher level SAM threats prevents Russian combat aircraft from operating at medium altitudes or higher, effectively forcing them to shoulder fire.
