WASHINGTON (AP) - The Army has put a civilian in charge of criminal investigations, added staff and freed up more agents to work on the job in a plan to address widespread failures that followed murders and other crimes last year. Fort Hood, Texas.
Army officials announced the plan Thursday, but provided few details on how much the renovations would cost or how long it would take, with some changes expected to take months. The changes are meant to address complaints that Army investigators are redundant and incompetent.
The plan reflects the recommendations of an independent review board following the violence at Fort Hood, including the death of Vanessa Gillen, whose murder was discovered two months later.
One major change will separate the Army's Criminal Investigation Command, or CID, from the Office of the Provost Marshal General, and instead of being headed by a general officer, it will be overseen by an as-yet-unnamed civilian director. The intent is to improve the team's capabilities and address the findings of the Fort Hood Commission.

"We are very confident that these organizational changes will address the committee's recommendations regarding CID and move us forward," Acting Army Secretary John Wheatley said in a prepared statement.
Speaking to reporters Thursday, CID commander Maj. Gen. Donna Martin said the largest Army bases -- Fort Hood, Fort Bragg in North Carolina and Fort Carson in Colorado -- will see the first personnel reforms. changes Some of them are designed to free agents from other duties so they can focus on crime.

The review board, which announced its findings in December, also concluded that the Army's CID is understaffed, poorly organized and has too few experienced investigators.
Members of the panel told members of Congress in March that CID investigators lacked the intelligence to identify key items and "connect the dots."
Board of Review Chairman Christopher Schwecker said the agents were "victims of the system" and said he failed to train them and imposed administrative duties. He also said base management is focused on military training and has a "complete and total disregard" for sexual assault prevention programs. As a result, he said, lower-level unit commanders did not encourage service members to report assaults, and in many cases victim-shamed or actually blamed themselves.
Since then, Army leaders have taken disciplinary action against 21 officers and noncommissioned officers at Fort Hood in connection with Gillon's disappearance and death. Among them were senior base leaders as well as a CID battalion officer.

As DPS works to serve as many clients as possible, people not showing up for appointments has become a major obstacle.
In March 2021, for example, about 28% of people (or more than 198,000 customers) did not have a show for their appointment.
Launching in May 2020, the system allows customers to make reservations for a specific date and time up to six months in advance and show up 30 minutes or less to the appointment. Customers can access the in-office kiosk or even from their mobile devices.

The number of pending appointments is limited to ensure that all clients on the list are served by the end of the day.
