WASHINGTON (AP) -- The Army is turning over civilian control of its criminal investigations, adding staff and freeing up more agents to work on cases as part of a plan to address the widespread setbacks that arose last year following a string of murders and other crimes at Fort Hood. , Texas.

"We are very confident that these organizational changes address the committee's recommendations related to CID and move us forward," Acting Secretary of the Army John Wheatley said in a prepared statement.
Speaking to reporters on Thursday, CID Commander Maj. Gen. Donna Martin said three major military bases — Fort Hood, Fort Bragg in North Carolina and Fort Carson in Colorado — will be the first to see some personnel improvements and changes. Some of these are designed to free agents from other duties so they can focus on criminal cases.
She said this includes an increase in support staff, the appointment of a new officer to handle logistical and administrative duties, and the deployment of the military police to the security and escort duties currently performed by CID agents. More than two dozen Fort Hood soldiers have died in 2020, including multiple homicides and suicides. Guillén's death and other incidents prompted an independent review that found military leadership had failed to deal with the high levels of sexual assault, harassment, drug abuse and other problems at the base. Christopher Swecker, chairman of the control group, said the agents were "victims of a system" that he said failed to train them and often forced them to perform administrative tasks. And he said the base's leadership focused on military readiness and "totally and completely neglected" the sexual assault prevention program. As a result, he said, low-level unit commanders discouraged military personnel from reporting attacks and, in many cases, shamed the victims or were the perpetrators themselves.
Since then, the Army has taken disciplinary action against 21 officers and NCOs at Fort Hood in connection with Guillen's disappearance and death. Among them were senior commanders of the base, as well as an officer of the CID battalion.

On Thursday, Martin said she did not know if any new changes would affect the outcome of the Guillén case.
