WASHINGTON (AP) -- The Army is turning over civilian control of its criminal investigations, adding staff and freeing up more agents to work on cases as part of a plan to address the widespread setbacks that arose last year following a string of murders and other crimes at Fort Hood. , Texas.

Donna Martin said three major military bases — Fort Hood, Fort Bragg in North Carolina and Fort Carson in Colorado — will be the first to see some personnel improvements and changes.
